Government as an institution of the state
It can be defined as a machinery set up by the state to organize the
state, manage its affairs and administer its functions and duties.
A state without a government is an anarchical state whereby there is
no publicly enforced government.
The need for government came up as the result of people living together, interacting and working together.
According to Abraham Lincoln, he defined it as government of the
people, for the people, by the people.
